Seeking an Acquisitions Management Consultant providing primarily post-award acquisition and financial project management advisory support.
The USCB serves as the leading source of quality data about the nation's people and economy. This data shapes important policy and operational decisions that help improve the nation’s social and economic conditions. For example, the USCB conducts the constitutionally mandated census of population and housing every 10 years which is used to apportion seats in the House of Representatives and informs congressional redistricting. The client office, ITSMO, plays a critical role by providing secure, timely, and reliable integrated technology services and solutions to enable the USCB mission.
- Manage contract administration for several multi-million dollar contracts, orders and Blanket Purchase Agreements (BPAs)
- Proactively anticipate upcoming contractual and financial actions that will be required across contracts by leveraging understanding of federal acquisitions and advise clients on next steps and timelines
- Evaluate and monitor project performance and advise government personnel of the necessity for modifications or extensions of contracts and compliance with contractual obligations
- Advise CORs on needed contract modifications (E.g., administrative, funding, change order or updates to terms & conditions), coordinate modification package and develop all associated required documents such as Justifications, Determinations, funding documentation, modified contracts, cost-analysis documentation and more
- Provide and implement recommendations related to post-award contract administration based on experience and industry best practices
- Review and process monthly invoices and related deliverables
- Perform market research and cost reasonableness assessments
- Provide cost savings analysis for portfolio budgetary needs
- Develop and communicate cost evaluation tools and reports for monitoring and controlling department funds and purchases
- Track, manage and advise on all aspects of contract financials
- Track portfolio funding, project needs and highlight and explain variances
- Track financials and leverage to make proactive and actionable recommendations to clients
- Conduct tracking of contractor funding, expenditures, balances
- Develop, project and monitor burn rates through appropriate periods of performance and leverage information to make recommendations to client for action
- Contribute to monthly financial reports and reporting of findings
- Identify areas for process improvement, standardization and risk minimization at the individual contract, order or BPA level or across the organization and share with Avantus Program Manager or clients
- Contribute to or lead development of Post-Award training materials, Standard Operating Procedures (SOPs) and other guides that can be leveraged by ITSMO CORs to aid their job performance
- Lead or assist with COR training on ITSMO processes, tools and other acquisition topics
- Initiate, lead or support meetings and requirements sessions
- Initate and lead weekly meetings with ITSMO Contracting Officer's Representatives (CORs)
- Organize and work with COR to prepare for and lead regular ITSMO client engagement
- Meet regularly with vendors to resolve discrepancies on invoices and deliverables
- Assist with planning, organizing, and facilitating contract requirements definition, project requirements documents, and review meetings, to include preparation of meeting agendas and meeting minutes, and tracking of associated issues and action items
Required:
- BA/BS Degree or equivalent
- 5 years of professional experience
- Power User of Microsoft Excel, Word and PowerPoint
- Familiar with collaboration tools such as Microsoft Sharepoint, Teams and OneDrive
- Comfortable initiating and leading one-on-one client interactions
- Experience with Federal Government contracting
- Knowledge of Federal contracting regulations
Preferred:
- The following are considered pluses but are not required for candidate success:
- Advanced degree in a relevant field of study
- Certified Federal Contracts Manager (CFCM) a plus
- FAC-C, FAC-COR, FAC-P/PM or equivalent a plus
- Experience with Information Technology (IT) Commodity or Service contracts
This position is currently remote with occasional in person meeting requirements.
